Afterburner shows that 250 MHz of VRAM keeps disappearing since changing thermal pads + paste + fans

I installed new thermal pads + paste and also replaced the stock fans with some noctua nf-a9s with a fan adapter on my 1660ti. Since doing this, 250MHz of VRAM keeps going missing and not coming back until I either sign out of windows and log back in or restart my PC. I've tried disabling my OC settings and using stock settings but still 250MHz of VRAM goes missing. What could be causing this?

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz
