If they are just stuck on letters it shouldn't be hard to get off, just heat up the casing so it's warm but not so warm you can't leave your hand on it.

The i3-3220 would definitely be better as it has two hyperthreaded cores. But if you can get a new system, consider a Ryzen cpu. Perhaps the R3-1300X or R5-1400.

why would u want good when you can get something that has 2 more cores can be overclocked and comes with a decent cooler and will have a longer life

Choose a 1700. All Ryzen 7s are roughly the same when overclocked. An OC 1700 is basiclally an 1800X.
