Most people dont game with Gsync because they dont have it, same with Freesync, although its becoming more available allot of people dont have access to it. Disregarding that Adaptive sync is most effective for lower framerates, a big reason as to why people don't use V-sync is because of input lag, I'd rather endure tearing than extra input delay.
Grasping at straws, are we?

I'm getting the 3900x because I do allot of rendering/encoding, and that type of stuff, but also I play Rainbow six siege semi-professionally. I have an R7 1700 atm, and that hits 100% cpu usage on siege sometimes causing me to fall to 130fps every now and then which I dont really like. I also wanna see if siege will utilize all 12c 24t..

If you have a line on a cheap X79 motherboard, you already have DDR3, need more DDR3 for the tasks you usually do and could benefit from twice the cores you currently have but locked at the base clock of your current 3770. Yeah go for it. Maybe if you have some plans to build a home server at some point that you could repurpose that hardware into after you upgrade again, that would really well justify it too. Just keep in mind that you should value hardware at the performance level of which it performs.
Otherwise, AM4 is going to be a better performer for games unless you're playing really really well optimized games which already utilize all of your threads. Coming from someone who's currently using X58 with a X5675@4.6ghz. I would have definitely upgraded if I couldn't overclock this thing as far as it will go. Xeons are generally better binned than their i7 counterparts, so if you have the ability to overclock them they're amazing value if you can get them cheap. Unless you buy the super expensive special unlocked skus though for the newer platforms, they're all locked which is no fun.
I don't think it would be good for VR though, I imagine it would have terrible fps lows and not perform very well just because of the low IPC.

Idle temps around 44-50c with a H115i look a bit hot, and those load temps are significantly hotter than they should be.
I'd suggest re-applying thermal paste both under and on the IHS. Those temps are significantly higher than my (non-delidded) i7 8700K even when I'm pushing it to 5.1GHz, and may cause damage to your CPU if run that hot for too long.

R6 is one of the few games that scales the workload across all cores, my R7 1700 can be fully utilized with my 1080 hanging back pretty easily at 1080p. Even some 16 TR chips can be fully utilized. Although with this optimization of high core counts comes de-optimization and cutting off lower core count chips. They didnt have to completely cut off dual cores, but it was their choice. This could either be a glitch with the update, or you may need to reinstall the game / uplay and that may fix it. Ubisoft support chat seemed to be really helpful whenever I had a problem, so you could always try asking them.

Sorry but this looks like a bug in the patch, in which case there's nothing you can do except hope the next one fixes it.

Its likely something like a c2d or something, or some old AMD Athlon. In that case you can just send a picture and your complaint to ebay in which their ebay account will be given a strike or promptly deleted along with your money swiftly returned to you.
