    Well between the silicon lottery and heat you may not get much at all. Then again you could get a lot more because the heat of a water cooled system is a lot lower than that of an air cooled system. That being said, you should be able to gain a significantly higher OC with the water than air, assuming your CPU can handle it.

    Change the PSU out for the GS/G2/GQ series as the B1 series isn't good at all. Also, the R9 380X is projected to be around $220 to $250, so take that into consideration.

    It's funny that you mention personal experience from an average user, because I'm an average user with personal experience with an FX-8350 (OC'd @ 4.9GHz) and an i7-4790k (stock) and I can't recommend AMD at all.

All these requirements/drawbacks while delivering lower performance, this is why AMD FX generally is not recommended but if you can't afford the Intel Xeon then go for a 8370E

    A i5-4690k does not fit into a 1155 socket. All 4th gen Intel Cores use socket 1150.
    A good option for your socket would be the i5-3570k, which is one generation older, but still performs very well.
    Make sure you have a Z77 chipset to make use of the unlocked CPU.

    No, the refresh frequency of the monitor does not affect the performance of the graphics card unless you set the GPU to limit itself to the monitor's frequency. But in that case lower frequencies would lower performance, not the other way around.

    EVGA cools very good, I know this from personal experience. It also uses dual 6 pin, so it would be compatible with your PSU. I recommend it.

    You don't install programs to speed up your PC, that's just what the spam/adware programs want you to think  Adding any software only makes it slower, that's the general rule. The best way in theory to keep your computer fast is to not use it. Since that's not practical, just try to keep your usage streamlined. Delete old stuff when you're done with it. Don't install things you don't need to. Once in a while glance over the startup program list and disable anything you don't need/want.
