I don't think the USG Pro-4 is going to provide you with the bandwidth you have. I'm sure it won't if you enable QoS or IPS/IDS.
We use the USG Pro-4's at work and I use Untangle at home. The USG is a piece of garbage compared to Untangle and I HATE having to resort to JSON Hell when doing even basic things since the interface doesn't support it. The picture below is with a 25/5 DSL connection and it is using 44% of the CPU currently. Sometimes it is closer to 70%.
I can't wait for our Gigabit Fiber connection so get here so that I can convince them to replace the USG's.
Untangle HomePro is $40/yr and worth every penny imo. The TunnelVPN app is great and the OpenVPN app is easy to configure as well.
I haven't used pfSense very much so I will refrain from commenting on it.

you can actually run plex server on a raspberry pi, as long as you dont need it to do any encoding.

The first step is to decide what you want your setup to be, as you'll need to know how many parts to order. There is a few different options, and once you've chosen, click on the parts list for your respective setup.
1. Single Camera w/o hub server
Parts list: Pros Least expensive setup Cons Lower attainable FPS/res 2. Single Camera w/ hub server - *RECOMMENDED*
Parts list: Pros allows for future expandability higher attainable FPS/res more reliable vs. no hub Cons costs more (you have to buy a second Raspi) 3. Multiple Cameras w/ hub server - *RECOMMENDED*
Parts list: Pros higher attainable FPS/res more reliable vs. no hub Cons cost (lol, 2 cameras + hub is still cheaper than a Nest cam) 4. Multiple cameras w/ a desktop computer as a hub
This is a setup that you can build, but I haven't investigated it yet, so stay tuned on this.
My recommendation is to have a hub server regardless of the number of cameras to ensure the best possible image quality, but if your budget doesn't permit, a single camera w/o a hub server can still work decently.

Its not as bad as that. probably 70-80% of original if battery is of good quality. At 672 cycles my iPhone 4S battery is at 75% but is now getting unstable.

Every time you do a deep discharge on a lithium type battery, you lose a bit of capacity (among other factors but this is one of them). After 500 cycles, the capacity is going to be at a point where the battery is considered no longer useful. That doesn't mean it won't hold a charge, but it means more like it can only store 50% of what it could brand new or something like that.
I don't know what the real value is, but that's what it means.

The only chips I would consider to be low end would be the 7640X and the 7740X. They really don't have a place in the X299 product stack but for some reason the still exist.

I'm more or less in the planning stage not in any rush to get this built. I have a pretty capable laptop that can get me through until the October release. Just looking for some opinions on the matter.

Depends on what you mean with 'the same principle'...
There are many different ways a PSU can work. Most recent is Active Clamp and LLC-Resonant mode Converters. But there are also other topologys of isolated switch mode power supplys...

On the i3 you have hyperthreading, meaning fake cores and on the i5 you have real ones. You also probably have more cache on the i5.
This will mean that you will notice better performance on the i5 than on the i3.
EDIT: Actually, even in benchmarks, there isn't too much of a difference.
