According to Steam Hardware Survey only ~ 4,39% of the userbase has a GPU that is GTX 680 and upwards(680, 770, 780, 780 Ti). This means that less than 5% of the userbase meets the minimum requirements for the GPU.

i doubt that's the minimum requirements. 

 

W_D had similar minimum requirements (maybe higher), but I was able to play it on my 7770 upon release. developers tend to up the reqs for some reason.

 

That is the official minimum requirements, and no Watch Dogs did NOT have a similair minimum requirements or higher for that matter. 

 

Watch Dogs' Minimum System Requirements

I feel like devs should stop putting out these meaningless specs and instead release benchmarks. "We got an average of 47fps with an FX8350 and R9 280". That tells us more, which is why we watch and look up benchmarks from Linus and others.

I think Ubisoft are 100% serious with these requirements.  I could only get about 60fps on Ultra @ 1080p with my 4770K and GTX 780 while playing Assassin’s Creed IV Black Flag and Watch Dogs. Unity is supposedly bigger than both.

But you weren't running it on minimal or low settings. Saying that a 680 is the minimum is implying that you need a 680 to run the game at the lowest.
