You could use something like NordVPN or Astrill, they use alternative domains in order to bypass the Great Firewall of China. My friend is in China and Nord works fine for him for example. Try searching for them in your search engines.

I'm pretty sure the rule about 'monitoring software' refers to exactly what it says- stuff installed locally by a school or company, not the great firewall of china lol. they even advertise products to get around this.

Hongkong was British outpost until 1997. And it has retained partial independence. I think you can access western services and platforms like YouTube, but content is still partially censored.

Hong Kong SAR doesn't censor anything, not by the SAR government anyway. What happens is that many media and bussinesses self censored because they risked huge backlash from the pro-beijing factions and their sympathizers if they are too overly critical. They will lose all busssiness opportunities and clients on the Chinese mainland too.

Stop drinking the commiephobic Kool aid. Tor was originally developed by the US navy to encrypt their data from hostile foregin militaries, not to protect anyone's anonymity. In fact, American NSA runs many of Tor's relay servers in order to spy on people, both foregin and domestic. 

 

OP thinks isp blocks VPN which is true. Chinese isp are all state owned. They can block VPNs on whim. Many do not work. Finding a realiable one that works can be a bit frustrating.

on this, I recommend finding a vps provider that's not blocked then running oepnvpn, which will give you a  unique probably not blocked ip

Dudes think for a second, dont tell him how to connect to youtube or use something to avoid vpn blockage, what hapen if a kid that doesnt know how to cover his traces gets caught for doing things that you helped and he cant do because he doesnt know how to do it.
China is fucked but dont do those things to a child, he doesnt know the consequences.

Community standards are there for a reason.

Using VPN in China is mostly safe. In fact, it is a regular offered service in chinese hotels and many Chinese Universities also use them to access foregin academic sites like Google scholar. Just don't use it to publish highly visible and critical contents of the government or sell state secrets. It is common sense.

Common sense to us living with freedom of expression and (mostly) free press. Maybe not so common knowledge for teens who are taught by communist goverment, fed by press under strict control and such. It might not be as bad as it was 30 years ago, and certainly not North Korea. But we still can't give out help if its going to be potentially harmful to someone.

 

If you have more inside knowledge, if this would be common sense to tech-savy teen in China, then disregard.

I think the best common sense is to not think about this kinda stuff, but if they happen to, always remember there will be a outcome of any thing you do. and the outcome of everything is not always good.

This is pretty much true. YouTube, Google Services, Microsoft Services, Apple services etc work just fine. It also has the regular version of Steam (not the Chinese version). Some services such as YouTube Red/YouTube sponsorships may not be purchasable there but basically most things should work.

 

The only notable internet censorship in Hong Kong other than the usual Copyright stuff is to do with the creation and distribution of pornographic content.

Yes, but they now have better systems, the only reason they maintain tor (which is now more useful for the general populace than military purposes) now is for things like whistle-blowers and etc.

China isn't high tech enough for that. Much of its population do not yet have access to eletricity, running water, or televsion. There is no way to create a digitalized system like that.

 

In the developed high tech eastern costal cities like shenzhe and shanghai, whose human development index rival that of the developed west, such system could be implemented but elsewhere no such thing exists.

Well actually... nearly 2/3 of China population lives in cities and it is estimated that ~60% of China's population owns a smartphone. And China is a leader in social media, some of their social media platforms are even more popular their Western counterparts, in full reality it will not take very long for them to widely implement the system, and much of the required network based infrastructure is already in place. The CCP could implement this in a matter of years and target the ones that they want/ need to target to stay in power.

Perhaps we shouldn't be ranting about how Chinese government is an evil oppressor and how they are plotting  to take over the world like some posters suggest here if we are so worry about OP's safety.

 

Visiting foregin sites in China is fine. However if one is visiting foregin sites only to talk shit about the government, this is a problem. Doing so will kick any such offending sites outside China's fire wall.
