If you're going to avoid SLI (which is a wise choice), then go with the 550w RMX. ;)

In that case, get an RM550x (or other T1/T2 550W Gold/Plat modular unit)

This might open up a giant can of worms but what is the difference in buying a 550w name brand high end unit or buying a 2nd tier 650 or 750w unit for the same price?

In terms of 2nd tier do you mean Focus+ Gold/TX-M stuff, or Chieftec shite?

2nd Tier meaning 2nd tier out of 4 or 5 tiers.  5th tier being diablotek stuff.

With the lower-end, higher wattage units you are getting: 

 

-reduced voltage regulation & ripple control

-lower quality components/design/construction

-less adequate safety features

-more noise/lower quality fan

-possibly lower quality cables

-reduced longevity

 

Basically the lower-grade the unit, the worse all of the above gets.

Hi guys I will be buying a new PSU for RTX 2070. What do you think of Antec HCG 1000 EXTREME PSU? It is based on seasonic focus plus gold. It is priced exactly the same as RM750X 2018 here. RM750X is made by CWT iirc.

 

In the 3.0 list, SeaSonic Focus plus gold is in the same tier as RMX. However in this one it's in tier 2 hence my confusion.

In 3.0 Tier 2 was sorta combined with Tier 1 to make Tier 1b, with the rest going to Tier 1a.

 

You won't need 1000W, or 750W. 550W is good in most cases.

Yeah I know but my choice is limited due to availability. So these two are the only top tiers I can find. The lower wattage ones that are available are lower quality units

I hope someone can help me as I'm trying to build a new computer for gaming but I'm unsure what PSU to go for. The people I've been talking to recommend 750W but looking through the replies here is making me doubt I really need that much. My build will have the Intel Core i5-9600K and NVIDIA GeForce RTX 2080.

I like to play games.

A good 550W is plenty. 

The recommendation will vary according to the pricing and availability, but Straight Power 11, Whisper M, RMx 2018 or RMx.

Corsair RM550x/RM550x (2018) or Bitfenix Whisper M 550W would be good picks. Both around $80-$90 USD depending on where you buy from and sales and whatnot.
