1. Find a retailer that has a good return policy.

2. Buy cpu

3. Overclock cpu

4A. If good, keep it

4B. If bad, return it and buy a new one.

5. Rinse and repeat. 

 

If you're in the US, Fry's lets you return cpu, even if they're used and open with no restocking fee or penalty.
