If you Google search for International Join Conference on Artificial Intelligence it corrects you to joint and I couldn't find anything about a Join Conference

It is Joint as in groups working together.  Like a Joint task force, usually in reference to different military or government organizations working together. 

 

Edit: Also applies to civilian organizations and companies just as easily.

Pfft, even if they do agree, governments are still going to research this in secret. Think about what DARPA is already doing behind us. 

 

This is what so many people don't seem to understand.  By all means, regulate the methods used.  But you can't ban research into improving technologies.  Not because of any moral or ethical reasons, but because if it will benefit someone, then someone will do it anyways.  If you ban research on something, that just means they take it into hiding and suddenly there are no ethics groups to regulate it.  Human cloning banned? Oh, just do it secretly without any restrictions in some country where they won't care; cause if you get caught it was already "illegal".

 

If you tell the military they can't research better weapons, they will just research them in secret.  And you won't find out about them until something goes wrong and they can't hide it, or they need to use it to defeat and enemy.  Example being nukes.

I mean, I can see for people not wanting it to happen, but it's inevitable. Not just cause of technological advancement but in many ways of being cheaper solution, efficient, no casualties from that point of view and simply for better warfare purpose and intimidation.

Ehhh computers are only as smart as the person who programmed it. I say strap nukes to them do what they want, right now. As of in 50 years Burnie Burns said it the best. There will be a great divide and AI will not be to found of people calling them stupid computer and AI racism will begin. Leading to a war. So yeah computer they are all great

Just keeping this here as a I mean, I can see for people not wanting it to happen, but it's inevitable. Not just cause of technological advancement but in many ways of being cheaper solution, efficient, no casualties from that point of view and simply for better warfare purpose and intimidation.

Now if battle itself is strictly determined by the robot casualties it causes rather than human casualties (Literally the humans are outside out battle all the same) in order to settle our conflicts, I can accept that. I would accept an NGNL mentality (an anime if you don't know the reference) but not using robots to inflict human casualties.

 

Imagine the robot battles you see on TV but with diplomatic relations on the line.

The UK isn't even trying to hide the fact we want to develop these systems (or at least not trying very hard). There was a UN debate earlier this year about adding "lethal autonomous weapons systems" (LAWS) to the Convention on Certain Conventional Weapons treaty. And the UK just straight up opposed it. Seems like it's going to be an uphill battle getting these systems banned, let alone stop them from being developed. Despite the fact the Foreign office says they aren't being developed, if they aren't intending to develop these systems, then why oppose the ban? There was also a quote from a high level military official (that I can't find) that detailed quite clearly how he could see the advantages of autonomous systems playing out in the future.

 

The Foreign Office told the Guardian: “At present, we do not see the need for a prohibition on the use of Laws, as international humanitarian law already provides sufficient regulation for this area.

“The United Kingdom is not developing lethal autonomous weapons systems, and the operation of weapons systems by the UK armed forces will always be under human oversight and control. As an indication of our commitment to this, we are focusing development efforts on remotely piloted systems rather than highly automated systems.”

Sure, you may have guns with you, and even the entire army on your side (if you are lucky), but if and when the government turns on you, you are still as good as dead. The US Government already have a massive array of combat drones sitting there in idle, and it does not need any help from the army; it can be remote controlled by government officials and federal politicians.

Unfortunately its also very idealistic, they banned Iran from having a nuclear program yet Iran now has nuclear power. Its a very unfortunate situation but if we don't develop them first and get an edge it will only be a matter of time before suicide bombers are replaced by droid murderers and Israel and Palestine are launching autonomous weapons at each other and us. Not to mention China and North Korea.

We kind of have to invest time and money in autonomous weapons otherwise we become victims of a race we never entered.
