okay a few things to note, it was awesome that you asked on here, but people will just com shooting out with all kinds of builds and suggstions, I'll tell you a few things you really need to know.

keep in mind you still have to get a monitor & peripherals. monitors especially are expensive, a good mouse will cost you at least $30-$80, a mechanical keyboard will be around $100. a monitor can be anywhere from $130-500 even $1000 for a good one.

-  resources: use PCPartPicker.com to get your parts together. try to buy from places like amazon or Newegg.com where you don't have to pay tax or (much) shipping. watch a review of all the parts you might want to know  for sure.

-  parts - buy reliable brands, if theres a difference of about $20 or so, go for the better part. it'll be worth it in the long run.

-  buy brands you can trust

      - Power Supply: Corsair, Cooler Master, Fractal Design, EVGA, Silverstone are all awesome brands, you can't go wrong with any of them, go about 100-300 watts above the power draw your system will have for better efficiency and degradation over time. modular PSU's are a plus because they let you choose what cables you want, and take off the ones you dont, reducing clutter and allowing you to replace these with better looking, sleeved cables.

      - Graphics Card: this one is easy, build the rest of your computer and use whatever budget you have left to get a good card. for one of your price, I recommend at least a GTX 970, probably even a 980ti for 4K gaming, just keep in mind a 4k monitor is pretty pricey. AMD's new Radeon R9 300 series beats out most of NVIDIA's offerings right now, look into those.

      - Motherboard: This one is pretty easy too. just find one with enough ports and all the features you want, make sure its compatible with the CPU you want, and try to get the newest model. Some even have USB 3.1 Variants now. also, go with a reliable brand. my favorite is Asus, but ASrock, EVGA, Gigabyte, and MSI are all good competitors.

      - Processor: I definitely recommend Intel instead of AMD for a high priced streaming build. go for the k skew if you want even more speed (4790k for example) if you can definitely go for an i7.

      - CPU Cooler: really anything but stock is awesome. try to go for something $40 or more. people really like these All In One Liquid Coolers, they look really cool and are way effective. if you want lighting go  with the NZXT Kraken, i'm going to get that one. if nor for a corsair one. at least a 240-280mm one.

      - Case: this one is pretty easy,. I love my Fractal Design Define R5, other good ones are the Define S, Phanteks, corsair, NZXT are all good brands and cases

      - Storage: Go with a SSD for the boot drive and applications, go with Intel or Samsung 240-500GB. get a WD Black drive for all of your games and other stuff. dont get a blue, its not made for gaming and wont preform as well. usually 2TB should be good enough for most people, if you want more preformance out of Hard drives and cant afford SSD's than you can get multiple and put them in a RAID array for more performance.

      -  Fans: get the fractal design Venturi fans, they're AMAZING. if not Noctua and corsair air are good too:)

hope this helped! if you have any questions tweet me @itsbeeeyeee thanks man!:D
