Does Anybody Else get shocked when they touch their case

I have been to my friend recently and anytime I touch his case i get a little bit zapped. I don't know what he has been doing with his PC but here we are.
And if i take that screwdriver looking thing that checks if there is current it glows.
btw i am not concerned about this at all since its not mine

I get shocked when just looking at my PC, just that glorious.
