What does based mean?

To say that someone is redpilled means that they are aware of something, usually referring to political statements. It comes from the Matrix where Neo is given an option between taking a blue pill where he remains ignorant and goes on living his life like a sheep, or he can take the red pill and discover the world is not what it seems and learn the truth. Those that are "red pilled" are those who people consider to see past the bullshit and see 'the truth' (though this is often a term used in reference to political opinions, so 'the truth' can be subjective)
In this context to say someone is redpilled and based means that they have balls and that you respect them for saying something that is true but might be controversial to say or not widely accepted.
The person saying they are "based and redpilled" for saying social media was a tumour was expressing their agreement with their statement about social media and that they respect them for saying something that others (everyone who uses social media, which is the majority of people) might disagree with.
