Coil whine coming from CPU area.

Hi guys. Recently I’ve built a pc with this configuration: 

Asus Prime b450-plus

AMD Ryzen 5 3400g

G.SKILL TridentZ 16GB 3200MHz

ADATA XPG SX8200 Pro 256GB

Cooler Master Masterwatt 750W Semi-Gold

For a few days, I’ve been working on CPU and iGPU overclocking and pushed the gpu to 1700MHz and saw some weird green rectangles in games and very high temps. So I decided to buy a better cooler. I bought Deepcool gammaxx gt. I installed it and disabled cpu core performance in BIOS to reduce cpu core voltage. Since then, I’ve been hearing a coil whine in graphics demanding things like games and web scrolling using my Vega 11 integrated gpu which is measured 45 decibel at it’s peak and it’s coming from Heatsink’s base (CPU HS). I tried enabling core performance boost and it didn’t help. I also tried changing iGPU frequency and it didn’t help either. 
Since I have my pc next to my bed and I leave my pc rendering at nights, acoustics matter a lot to me and I’m thinking of changing the noisy part. My question is:

1. Can an integrated graphics cause coil whine?

2. Since it’s not coming from VRM or SoC voltage controllers, can it still come from beneath the cpu and socket and be a MOBO issue? 
3. Can it be caused by the MOBO being bent because of the  weight of my new cooler which is a lot heavier than the stock one?

4. Finally, which part do I have to change?

First, better cooling helps with temps, not making an overclock more satable.

 

Second, reducing core voltage makes a CPU more unstable

 

And finally, no a bent motherboard will not cause coil whine that comes from the coils inside chokes.

That's why it's literally called coil whine.

I wont risk overclocking the iGPU on a board like this... Vega is power hungry even in iGPU form, and that 2 phase VRM for SOC will not appreciate the power draw.

 

As for the whine, does removing the overclock lessen the noise? If it does, it's the chokes of the SOC VRM, i.e. the black cubes some may tell you to count phases with.

Nothing helps reducing the noise. I tried clearing cmos and nothing changed. Can it be the cpu? Do I have to buy a new 3400g and leave it on stock?

Is the volume of noise dependent of the CPU power draw (i.e. more load = more noise)?

 

It wont be the CPU, that wont whine at all. There's just nothing in there that could.

I have measured the noise decibel with an app and it’s climax is 45 decibel and coming from Heatsink base (Socket area)

It wont be the CPU, that wont whine at all. There's just nothing in there that could.

It isn’t related to cpu. I’ve tested Cinebench and prime95 and there’s no noise. It’s coming from iGPU part of the apu since it’s only whining while gaming or scrolling

then is it dependent on GPU power draw? If it does get louder then it's the SOC VRM's inductors (chokes) whining. In that case a new board is what could fix the problem

It’s louder in games compared to scrolling. But how can it be the VRM when the noise is coming from cpu socket? The noise level of chokes is 39db and on the socket it’s 45db

Problem with your way of measuring noise probably, sound waves are difficult and motherboards are not meant to make measuring easy (especially when the CPU cooler is in place)

Whine is caused by vibration, transistors in a CPU can't whine when they are supposedly built onto the package really tightly. Besides, transistors are so small that when they so vibrate, the frequency will be way too high for humans to hear

Probably your motherboard.

There's a chance changing the power supply could help, since it's providing the power to the motherboard vrms, but there is no way of knowing.

So can I be sure that Mobo replacement will solve the problem? I wanna order one now.

So you mean that it could be the iGPU? 
I forgot to mention that there was a slight whining under prime95 test.

I have to be sure about the source of noise because I don’t wanna spend on a new Mobo and keep the problem. I’m still not sure because the noise is not coming from chokes. I’m pretty sure about it. I measured the noise and the peak was at heatsink base

And the weird thing is that this problem appeared after installing cooler and disabling core performance boost. It didn’t exist before that.

I have to be sure about the source of noise because I don’t wanna spend on a new Mobo and keep the problem. I’m still not sure because the noise is not coming from chokes. I’m pretty sure about it. I measured the noise and the peak was at heatsink base

you could take the cooler off, clean off everything and install the cooler again with fresh thermal paste, though I think this is more useful for calming your nerves than actually solving the problem

I just wanna know if I have to buy a new cpu, Mobo or psu
