CPU Stuck at 0,78GHz (HELP!)

This problem is common and rarely has anything to do with the power supply.  Intel XTU does not report this problem correctly.  It shows thermal throttling even though the CPU temperature is just fine.

 

Try running ThrottleStop instead.  Open up the Limit Reasons window and you will likely see the real reason your CPU is throttling.  BD PROCHOT will be lit up in red.

BD PROCHOT stands for bi-directional processor hot.  This allows other sensors on the motherboard to send a throttling signal to the CPU.  When one of these sensors goes bad, it will constantly send a throttling signal.  On the main screen of ThrottleStop you can clear the BD PROCHOT box so your CPU will stop listening to these fake throttling signals and then it will be able to run at its full rated speed.

 

If this fixes things, you can either replace the motherboard or just run ThrottleStop.  It is a simple solution for this problem.

I recently upgraded my CPU fan and ram the pc wouldn't boot and i needed to rebuild the pc 3 times over, once it booted and had a blue screen for not having enough power but after a few rebuilds it started to boot in windows. When booted into windows the CPU is stuck 0,78GHz and not 3,8GHz. In IETU (Intel extreme tuning utility) it says it's thermal throttling i have a ss here: 003150cc2abcc0ec0f126fce1348f906.png

I have an INTEL i5-8400

Also i think this might be a PSU issue any thought's?

 

Also this is what i upgraded:

Intel stock cooler -> Cryorig H7
8gb ram -> 24gb ram

did you forget to plug your cpu cooler into mobo? something is wrong with your cooler

Try going back to 8gbs of ram. Does that make a difference? Maybe the memory training is too much.

Yes, CPU cooler is not mounted properly, no thermal paste, etc etc etc.

 

You have a heat issue, look into your heat management (ie. CPU cooler).

Depending on the CPU memory training may throttle the cpu. Which would mean your cpu would be cheap af.

You do see the Thermal Throttling status, correct?   He  needs to fix his cooling issue before worrying about RAM settings/training.

i don't think thats the issue it looks fine from here and it has well enough paste also it is on 30C why would it thermal trottle

No idea why it would thermal throttle.  Unless the diagnostic is lying to you... it's thermal throttling.

 

Remount the CPU Cooler. I know you want to think you did it right but obviously something is wrong, so whynot reseat it and verify?

Bro i have rebuilt this PC too many times also when i say it looks good i can see the cpu and the cooler on it through the case

also i think this is a PSU issue

PSU's are a common source of thermal throttling, correct.

Check the Power Management settings, maybe it's configured on Minimal / Power saving something... you can force processors to stay below some threshold ex:
