The option you're looking for is called hysteresis.
Try FanControl. It has support for Hysteresis and you can set it to only apply for temps going down like you want.

I never played any of those games hah,
and the question was answered by ChatGPT.
I just verified the answer it spat out made sense (checked out the wiki about those games).

LLMs have their uses, stuff like this is one of them.
Just keep in mind: the answers generated need to be checked (it can easily make up / hallucinate stuff).
So I'd advise against using it for anything of real impact on your life, like learning new things or legal / purchasing / career etc. advice
If you must use it for important stuff, be extremely vigilant.

I can only think of 3 possible things (I could be missing things so if anyone else can chime in it would be cool):
- You have a memory leak, either from the RAM or the VRAM
- Software problem (drivers or AMD Adrenaline)
- Faulty GPU
 
To test if it's a RAM problem, can you switch to your IGPU?
Just remove the GPU from your PC and run it from the IGPU.

Remove the PSU from the PC and shake it to hear if there's rattling.
 
If yes, something broken inside, if not, idk.

Even smartscreen doesn't matter as it has an option to run the software "at your own risk"

Sounds to me like regular coil whine, it sounds like the whine happens while a fan starts to spin up, are you sure it's not from the GPU?

Reinstall your OS.

Apparently I can still have that by making registry edits but I mean still....

This happens because the COM Surrogate fails to load within the expected timeout, usually due to permissions or corrupt indexing data. The former is unlikely since these hangs are pretty consistent if the problem is due to invalid permissions. So, what's probably happening is one of the "thumbs.db" somewhere on your drive has gone rogue. If it happens again try a program like Glary Utilities to dump the thumbnail cache. Windows Cleanup can do it too but it kinda sucks since that app is from like 1990.

I like using RDP a good amount more. Integrates with windows better. I basically only use windows pro so I'm used to everything supporting it.

that's the problem, when you let windows desktop versions sit, they sort of have a habit of "not just working" after a while.
 
i've ran home "servers" off windows desktop versions for a good long while, and i'll tell you from experience that the minimal learning curve of something linuxy is worth the lack of headache, because the moment it's set up all you need to do is give it ye ol' update every 6 months.
 
having that said - the way to use windows desktop as your home server is simple.. you remove everything that is not needed and easily removed, install some form of remote access so you dont need peripherals attached to it, and you set up a network share for file sharing.
