yeah it does, you can definitely go lower than what it claims to support. Even if you go higher than 3200, it just means it's considered an overclock and don't always work.

Also, the CPU ks clearly not the issue here. The 650ti is really slow and the 1660 is going tl be a great upgrade.
 
He will get more than 30fps in terms of CPU performance from his CPU.

Ok so my opinion is, that Asus will be a good monitor. It has a decent color palette, poor contrast ratio, so overall it will suffice for gaming. It has excellent response time. Its 24 inch so not too big for TN causing problems like in 27 inch and more. If you want that monitor then buy it you wont be dissapointed. If you want IPS then wait for 1080p 144hz ips. Many people think that IPS are some GOD tier shit, because they had old TNs with sub 90% sRGB gamut so they changed it to modern IPS and voila everyhing is beter. But a good modern TN will almost match in color a mediocre IPS panel[and they are basically on the same price point]. Seriously you would be hard pressed to find differences.

It's possible that's just due to incorrectly set FOV.  An annoyingly large number of games come set too low, as if they're still assuming a couch gaming setup like the console version, and worse yet, many don't even have an official (or any) way to change it.  If you can though, try turning it up.  The right number will depend on your setup, but I tend to like at least 80 if not 90.  Something like 65 is totally unplayable to me.

People say that contrast ratio is important only when you play lot of games with dark environment. Completely untrue, it affects normal games -shadows, highlights, whenever a color has any gray component. 

Thats right but he didnt say what kind of color work he do. Probably web if he cares about 100% sRGB, but still nothing wrong to remind that there are better option if he dont do web design.

Yes. You do so because windows may have difficulty swapping out old drivers for new ones and you'll find it combating itself

The case width alone isn't what determines how much clearance is available. Depending on panel shape / thickness and the placement of the motherboard tray, there may be more or less clearance available.

I had the same obervation as you -i hate the H500 top fan mount. Looks hideous, and has no filter. Check H700 it has so-so airflow, and looks more sleek than H500.
