Well, your steam games can be placed on a separate drive. 
 
you can in theory boot off the SSD and leave the HDD as is, install steam on the SSD and have it use the library from the HDD

You can clone drives. But id still recommend a fresh install.

212 EVO should be able to OC that just fine (it got mine to 4.5 no sweat)
 
I may drop SSD and do 390, as a SSD can be added later with little effort, while a GPU requires selling, etc. 

Those situations only exist because of budget.  
For any application, an Intel CPU will outperform an AMD CPU. I hate to say this, I really do, I want AMD to succeed if only to stop Intel from having a monopoly.
 
But numbers do not lie, Intel CPUs are more powerful.

Do not buy AMD for a gaming build. 

I don't think you would notice much. I've never OC'ed with Gigabyte board before, but i know Asus are very easy to OC with. I've never had a problem with Asus so i always go with them. But I'm pretty sure it won't make that much of a difference. 
 
2 GPUs i mean if you have the money sure why not LOL.  But it would help with video rendering.

I've had my computer for 3 years atm, i upgrade my GPU to 980 GTX when it came out before that i had a 580 GTX. Same Ram same MOBO same everything. but if you buy a budget PC i can see upgrading it in 2 years.

My PC is about three years old and it hasn't happened yet.
