These are the type of issues I've experienced on and off for years that back in 2014 led me to run all secondary displays from the iGPU, eliminating my problems forever. Are both displays the same refresh rate? 
 
Run the second display off the 12700k's iGPU and report back.

Updated bios, chipset and enabled MCE to always on. Game feels great

I’m surprised this hasn’t been a topic on this forums yet. I’m wondering if it has to do with how intrusive the Riot anti cheat is on your computer. Even when you don’t have the game open the AC wants to run in the background. It seems to monitor just about everything in your computer and it doesn’t surprise me that it is causing issues with TPM. Riot acting like they don’t know could be because they either A) can’t easily change their AC to not interfere with TPM or they B) haven’t had enough reports about it to be something worth looking into. 
 
Their anti cheat is the reason why Valorant is a game that my fiancée plays but I don’t.

Your motherboard may not have the needed LAN drivers. 

Google your mobo and find the lan drivers. Install them using a USB.

Probably just one. Your's looks slightly more fucked then mine. But the fan, in the right orientation, should push that corner down enough. It can make contact but still be toast...

Yes, it was before ryzen. 
This is what I needed. Someone with actual, personal experience switch from Intel to AMD. Do you stream with your 3700X? I wanna do a 1080p 60 stream.

Th extra 8 threads will help with streaming but the FPS in game is very little advantage for the 9700k

You should probably go for the 4x8 GB set of RAM. $10 more expensive, but you know it will work perfectly together.

If you're streaming I wouldn't even bother with an Intel build, Ryzen is king there.
