If you're streaming I wouldn't even bother with an Intel build, Ryzen is king there.

swap the rx 580 for an nvidia 1650 super or higher, the encoder will be better for streams

I'd be encoding with x264 not nvenc so the gpu wouldn't matter, right?. 580 has higher frames across all game from yt benchmarks.

580 is slightly better for games, but nvnec is hugely better for streams.
If you said gaming only, then yes the 580 is better than the 1650 super.
But if you plan to stream, the 1650 super just blows it out of the park.

Also that 580 is grossly overpriced, and with some part adjustment you could get enough money left over for a 1660 super, a much better card for both gaming and streaming.
