I'd go with the RTX 3060. The 2700X definitely won't be a bottleneck, and it'll make the most difference in games.

If you're building an only gaming build, the i7 8700K is the best CPU. Period.

If you don't have any thermal problems, why would you reapply thermal paste...?

Unless you have the skills, tools, and patience to reflow and solder a new chip, plus (probably) some related capacitors and resistors, then it's dead. 

For ram, both kits have identical specs (and I'm pretty sure they also have identical timings), so just go with the one that's cheapest or that you think looks better. As for the power supply, 1000W will be more than enough. The 3090 pulls around ~400W in most cases, and the 5800X has a predicted TDP of 105W, so you've got plenty of headroom, even for overclocking.

I don't believe that's what OP is asking. I believe they're wondering if they can run 4K on a 1440P monitor by using an HDMI 2.1 cable, which isn't possible. 

Unless availability is an issue, you should really upgrade from a 2700X to a 3700X. Also wouldn't hurt to go B550. I don't see anything out of the ordinary other than that. 

Yes. The standard card is binned at 1725 MHz in "OC Mode" and 1695 MHz in "Gaming Mode", while the overclocked variant is binned at 1890 MHz in "OC Mode" and 1860 MHz in "Gaming Mode".

If you actually manage to reach the OC speed, then there won't be any difference.
 
However, you're not guaranteed any overclock with the non-OC variant. 

The price difference is because the OC cards are guaranteed to reach OC speeds, while the non-OC cards are not. Both models are probably the exact same design, coming off the exact same production line, but the ones that reach higher speeds are binned to be sold for a higher price (imperfections in the silicon manufacturing process are whack).
 
In my opinion, it's not worth paying ~$100 or more for a tiny performance improvement.

100A is not enough for 3900x stock speed afaik
even my 3900x undervolted to 1.1v still take up 100A (110W)

That's not really what you should be considering. All x470 boards are AM4. What OP is wondering is if his motherboard will have good enough VRMs to overclock the 3900X, which is a much more powerful (and power-hungry) processor. 

A couple quick notes:
This is a tech forum and this post doesn't seem particularly on topic. Voting for someone else constitutes electoral fraud, and you will go to prison if caught. You should never believe anything on 4chan, much less /pol/. To be able to even try to do this, you would need to know a significant amount of information about the person you're voting 'for'. In most states, entering this information only allows you to print and then mail/drop off a ballot. If the person who you're impersonating mails their ballot before you do, or is able to otherwise stop your ballot, it won't work. Trust 4chan to think that they somehow found something that thousands of professional electoral commissioners couldn't. Funny how the most consistently incorrect group alive has the biggest superiority complex. 

Your PC isn't going to stop working, it's just letting you know that Windows 7 is entering the EOL stage of development. You'll still be able to use your PC just fine, but you'll no longer get software updates.

And if the requirements for Windows 10 are over your PC specs, installing Windows 10 isn't going to damage your components. It's just not going to be a great experience. But Windows 10 can run on anything like a Core 2 with just 2GB of RAM. Again, it can run it, might not be as smooth as one would like.
