The 710 is such a low end part I dont imagine anything outside of a pentium 4 would be a bottleneck. As others have said budget location and current specs.

If I didn't already own it, dirt rally at 3.49 is a hell of a steal, especially if you own a VR headset.

If there's no PCI Connection either it simply won't work (Which I really believe it won't) or the bandwidth offered by USB 3.1 Gen 2 won't be enough to have anything other that a shit experience. It won't work though.

Yes, this is a well known problem (for me). The Dan A4 layout implies that the pump is in the highest point of the loop, and so air will gradually accumulate there, making that clicky noise. It's super bad for the pump and will lead to premature failure.
 
I have asked Dan whether it would be possible to have a native inversion feature and it is being considered maybe, for v4.
 
Your temps should also improve upside down since the heat can be exhausted more efficiently (assuming you do have an exhaust configuration).

Have you tried putting your case upside down? Just try temporarily and see if it helps the problem

Austin (Duncan3303) Evans actually did a video on this awhile ago. In short though it depends what you can find. There are a number of GTX 1050 equipped 15 inch laptops with a plastic build that are capable. I'd probably not go too old on a mobile GPU though as the power efficiency of Pascal and how close in performance newer mobile GPUs are compared to their desktop counterparts.

Also every time you power on the PC you increase the risk of frying something else, regardless of where the problem comes from.

Not with that 1080, most likely throttled for temps as well.  Sorry.
 
It may run SOME games at High 4k, but as a general rule you'll have to lower and tweak some settings.
 
Edit:  You won't notice 1080p vs 4k on that 17 inch screen anyway, so just run games on High/Ultra in 1080p.
