Not at 4k, no.  At 1080p, sure.

No. You will need 1080 SLI or 2080ti to do that at 4k, targeting 60fps.

Get a 2080Ti if you want Ultra/High and 4K.  1080Ti/2080 for High/Med 4k,  

 

You don't need the 32GB RAM, get 16 and spend the rest on a better GPU.

Is this a laptop? If so you may want to consider more than raw specs. I've had prebuilt machines by Sager / Clevo before and the build quality has honestly been sub par.

If you don't need the portability of a laptop, getting a desktop with some rebalanced specs would do nicely, but for a laptop this is pretty great.

Do you mind if I ask which country are you from and what's your budget? That laptop is specced out and honestly is more powerful than my ITX desktop but you might want to consider other brands that would give you a 144Hz screen at 1440p ect.

 

4K is great but you will still struggle to hit 4k 60fps on a mobile 1080 and at 17 inches it's honestly hard to tell the difference between 1440p and 4k

4K is great but you will still struggle to hit 4k 60fps on a mobile 1080 and at 17 inches 4k really isn't required.

I'm in the United States, budget is around 5000.

Not with that 1080, most likely throttled for temps as well.  Sorry.

 

It may run SOME games at High 4k, but as a general rule you'll have to lower and tweak some settings.

 

Edit:  You won't notice 1080p vs 4k on that 17 inch screen anyway, so just run games on High/Ultra in 1080p.

It's gonna vary game to game, there's settings like antialiasing, texture quality, shadow quality, etc you should experiment with to find out your ideal gaming experience.

Damn, alright honestly that kind of budget is more than I know what to do with. I've posted a link on Newegg below with machines that are 17 inches have at least a 1080 and screens with 120 or 144Hz refresh rate. I'd say just take a look and see what you like.

My biggest question here is if any of these Specs "bottleneck" each other, or if I should lower or raise things. Like if I should change any Raid configs or ssd.

not to any degree that would actually be classed as bottlenecking. the GTX1080 "bottlenecks" the CPU, but that's what you want
