Along with straightening out the pins of the USB port did you disconnect the cable connecting them to the motherboard? Disconnect the front USB ports from the board and try turning it on.

Web browsing on a Prescott P4 is a bad idea. Those machines are just too slow for daily use these days. Windows 7 should run alright, but it'll definitely be slower, and it'll use more power than a more modern machine. However, they can still be useful for some things. I've got a machine with a 2.4GHz Northwood P4 that I've been using to play some older games and stuff. When I'm not doing that it's running Windows Server 2003 R2 as a NAS, and it's been excellent.

If you signed a contract or other legal agreement with them trying to circumvent their own hardware protection could void your service agreement and potentially be illegal.
The only assistance I can offer is check the IP of your Default Gateway. This usually contains the WebUI for home routers. You'll still need login credentials though.

At that point you'd just be wasting the 1030 with it in your system. It'll be using power, creating heat, and taking up an expansion slot, and YouTube isn't a hard task at all. You should be perfectly fine to run both monitors from one card.

Is it smart? No. Is it fine for what I need? Yep. My point is that a hard drive should last more than a few years, and they usually do.

Uhhh, ok. Basically all of my computing experience, as well as my own collection of hard drives (most of which work, btw), disagrees with that. One of my servers next to me has 2 drives that are over 15 years old, and they're still doing great.

Also the Pentium III is the Pentrium III-S (Server CPU) Which is has 512kb of L2 Cache.

Actually, it does run doom.
It can even run Quake at some level of playability, although aiming with an accupointer is even worse than playing on mobile.

Edit: Forgot to hook up the old Antec Veris in the front too - the old thing still works with windows 10.

This is a terrible idea. The IHS is made for transferring heat, not dissipating it.

So assuming you could underclock, undervolt, and disable cores to the point of being able to run it without any cooler whatsoever, by the time you did that you'd be better off browsing the internet with an abacus.

Have you tried testing a linux distro to check that its not a driver issue.

It sure is. I'm not much of a fan of RGB everywhere, so I usually have everything (motherboard, CPU fan and case fans) set to a static color or off, but even then it still looks good.
