Try different drivers for the GPU. It could be the PSU, as you suspect but I'm thinking that the artifacting and other issues are down to the GPU ultimately. If you can, try with another GPU too and see if that gets rid of the problems too. If the different driver version solves it, then it's software most likely. If a different GPU solves it, then the present card is likely faulty and needs to be RMA'd if still under warranty.

That PSU is cutting it close. Based on a quick wattage calculator, you will be pulling just over 400 watts. Since that PSU probably isn't 100% efficient, I would say get a new one first before you blow up your rig.

Scratch the idea of getting a 'K' CPU as you most likely don't have a Z170 board, look at either the i7 6700 or 7700 (will require a BIOS update).

Listen, I know people consider crypto miners lazy assholes that are desperate for money, but in all honesty, it's like stocks (well, it is). Would you call a stockbroker a lazy piece of shit? Well, no, they are making money and it's their decision to do so, and they took the risk, so why not? Study the market, and if you think there is money to be made, then go for it by all means. I do think that it is quite unfortunate regarding the rise in GPU prices, but that forces companies to put more money into their products too keep up with manufacturing, and when they sell those, more money is being made for them. With the extra money, those companies can speed up R&D and make more effective and efficient products for us consumers down the line. I'm not against it or for it, do what you want.

Lower voltage and lower overall power draw (meaning lower temps), better compatibility for newer hardware, let's be honest RAM isn't all that exciting and there is only a very minor performance difference if at all between the two.

48-49 will not do any long term damage, and as stated above you can set a fan curve in MSI AB, but I recommend just leaving it so you don't have to deal with the unnecessary noise and potentially decreased lifespan of your fans overtime by constantly running them.

Generally those low-wattage power supplies are low quality and aren't from reputable brands. Also, a higher wattage power supply gives you more room for upgrades and overclocking. I wouldn't go about 700w or so in you're build though, because that can lead to inefficiency and a higher power bill. Keep in mind that the higher the rating, the higher the efficiency and the less power wasted.
