    Get drivers from the manufacturers websites, never use software like driver booster.  The major critical ones most people would be updating are GPU drivers.  Besides that I tend to leave the rest to Windows update, and if I need a new BIOS for my motherboard do that myself.

    You could swap the PSU from build 2 into build 1 and save a little

    Heres what you should do before anything, power off the system, and unplug the old SSD.
    Make sure windows Still boots properly.
    Then replug in old SSD and just delete the X:\Windows directory along with pagefile.sys and hiberfile.sys if they still exist on the root of X: (They are hidden)

    Totally this, get an ergonomic office chair. Also in that price range you will have trouble finding anything durable. If durability is your prime concern get Herman Miller, they are out side your budget at $500-$600, but they have 10 year warranty and are know to last even longer. Mine is 18 years old now and still good.

    Dont know if you can, but if the Thunderbolt chipset is on the south bridge it wouldn't matter as that is limited by DMI 3.0 which is a PCI-Express 3.0 4x link back to the CPU.

    Turn off your computer and shut it down, unplug the HDD install Windows use a linux live USB with data recovery software, boot into that plug in old drive and scan for deleted files.

    We shoud be seeing 10nm later this year (Ice Lake) as well which will be about equal to AMD's 7nm (transistor sizes are not measured the same)

    I just told you^, also thats an Intel I7 2620m you cannot put an AMD cpu in there.
     
    You might be able to get a real quad core in there like a 2670QM but I don't know if the BIOS or the cooling can handle it.

    No thats a socket.
    Where the hole is in the black metal above the white socket there is a black flat head screw, twist is 90 or 180 (I forget) degrees and you can remove the cpu.

    Most likely the FX-8350 Open task manager when you're gaming and check your CPU usage, if it is maxed out (it probably is) than thats the weakest part.  Remeber those generation of CPU's came out in like 2011, 8 years ago, they didn't have great IPC then, and they sure as heck don't hold up to modern systems.

    Highly unlikely, TB3 uses PCI-Express Gen 3 lanes, the FX series are only Gen 2.  As it was created by Intel they didnt really have any interest in supporting it on a AMD platform yet alone a platform from 2011

    i haven't looked into it, but it being for an ibm server it's probably proprietary. IBM love proprietary. 
     
    i have some old ibm rackmount servers from like 2006, and they have 2 socket's, but you have to buy the second VRM in expansion card form. 
    i didn't know that until i found out when it wouldn't boot with dual-cpu's installed.

    Yes you will get black bars on all 16:9 content, most movies are ~21:9.
    I think Non native resolution it will stretch it out to fit typically if it is full screened, unless it is a really really really old game.  If i remember correctly.
    You can test this with your current display by running a game at non native resolution
