The chipset quoted here has 12 PCIe lanes. The CPU meant for it has 20 lanes. So that's 32 combined.
AMD Ryzen CPUs have 20 lanes and the AM4 chipsets can provide anything from PCIe 2.0 x4 to PCIe 4.0 x16 depending on which you choose.
So they're comparable.

Most often the memory channels are wired such that channel #1 first goes to slot #1 and then slot #2. Channel #2 goes slot #3 -> slot #4.
So if you put memory in slots 1/3, the traces from slots 2/4 introduce very minor electrical interference from not being terminated.
Put it in slots 2/4 and the traces end at the memory modules and terminate. It's easier for the memory controller.

Top M.2 is from CPU, bottom M.2 is from chipset and shares lanes with the SATA5 & SATA6 ports.
So with 2 M.2, you can still use SATA1-4 ports.

I think you don't have ethernet runs. You have phone lines with RJ45 outlets.

64MB is fine. It is what is reserved for only the iGPU. If the iGPU needs more memory, it'll use as much of the 8GB that it needs.

If you're installing an OS onto it, just delete all the partitions so it's all unallocated. That way the OS installer creates the necessary system partitions and uses rest for storage.
