old consoles were unique peaces of hardware and software.

Different engineering resources. Tapeout for silicon is a lot more expensive. During some of the earlier eras, there were so many leading-edge Fabs that prices were also driven down pretty far. Sony has its own fabs, but they long ago moved away from in-house parts for the Playstation. 

 

They should be relatively faster to develop, since they don't have to develop all of the technology in-house. However, you still have to pay for all of that engineering, thus you want the per-unit cost pretty low by the time you go into mass-scale production. Plus, depending on what they need it to do, they might just be waiting on certain prices to come down. If this is a 2020 product, they could go with DDR5 or HBM3. (I'd expect DDR4-based, but we don't know exactly what they want from it, performance wise.)

Look at the Games for those consoles.

You can see the differences between Mario Bros. on NES and Mario World on SNES 10 miles away. It was that drastic.

 

The difference between Playstation 3 and 4 is huge as well but not that great. And right now we are pretty far up the ladder...

considering everything is designed and optimized around consoles, you should, games always tend to be stuck at the limitation of consoles graphically. as a PC gamer, this is good news as game devs are gonna try to improve graphical fidelity now that the next-gen console can handle it.

The PSP was a piece of shit. The Vita was leagues ahead, just didn't get much software and wasn't advertised much or well.

The Vita also sold expensive proprietary memory cards which essentially killed the system. The PSP also sold similar memory but at the time it wasn’t common to download games to your device.

 

There was a lot of problems with the PSP, the UMD standard was less than ideal but if you flash the system (which is very easy to do) it turns into a really good system, provided you have enough memory.

 

Good thing Nintendo clearly took notice of the Vita and choose SD cards over a proprietary standard for the switch.

 

But to be honest, Sony have never been that great in the handheld market, that will always be Nintendo’s stomping ground.
