The mobo im listing is $10 less than the Gigabyte ATX board that is "The cheapest ATX mobo" according to whoever said that here.

I would go with the more expensive one. I've worked with both styles and I prefer the ATX style rather than mATX.

I would say try it without a cooler and get a aftermarket cooler later if its not enough. 

That build is eerily similar to a friend of mine's he's in the process of building.

 

The CX450M will power it just fine realistically. I don't like sleeve-bearing fans but that and the primary cap are the things keeping it at that price point and for most people that's completely negligible.

The CX450 is a good choice, the EVGA 500B is not.

The CX450M is also bronze-rated efficiency. The efficiency does not correlate to quality anyways.
