Difference between 15 and 16 CAS DDR4?

The CAS 15 will complete that portion of DRAM refresh cycle in 0.0000000003125 seconds faster than CAS 16.

 

So no practical difference.

CAS 15 is faster

CAS 15 is faster than CAS 16, assuming the frequency is equal. Though it's very questionable as to whether you'd ever actually notice it make a difference in actual applications (which is to say, not memory benchmarks). If it's only a few dollars' difference, fine, but I wouldn't recommend paying much more just for that.

Anything beyond 2666mhz cas15 is within the diminishing returns category tbh Go for the lowest price. It's capacity that really matters.
