Some rx 460 reviews have now been released
Performance is about 10% behind the gtx 950 in most cases while having similar power consumption. Quite a decent card especially considering it's 100$ msrp. However there is somewhat high idle power consumption which amd states that there's a fix for the high power consumption readings at idle and under partial loads.
Tom's hardware summarized the card pretty well:

Quote

All of that is to say we’re cautiously optimistic about Radeon RX 460 at $110. If the company can get partners to sell cards at the recommended price, like it’s doing with RX 480, then this is a clear winner for HD gaming and even 1920x1080 at relaxed quality settings, blowing previous recommendations out of the water.

Keep in mind that with modern AAA games it's indeed around 1% faster than the 950:

It's just that the games that Tom hardware tested are kinda CPU bound high fps.

So are ~$100 cards viable again? Does Intel have to play catch up?

It's essentially a 950 for that much. An i3 + 460 would be a great budget build. What does Intel have to do with this?

Intel's higher end iGPUs were basically making the ~$100 market pointless.

But then again Intel was making said iGPUs pointless by sticking them on high end CPUs.

Great card for the price, but extremely weird choice from AMD... There's basically no offer between RX 460 and RX 470/480. The last two are incredibly close performance-wise and there is a huuuuge gap with the RX 460. The RX 470 should've been cheaper and a bit less powerful. Right now it's either RX 480 or RX 460 performance, no mid-range alternative

Nvidia will probably fill that gap

Seems like a repeat of the performance gulf between the 390/970 and 380x/960.

I'm pretty sure they are going to release an rx 465 or something along those lines. As you said there is too large of a gap between the 460 and 470. And as you said I also agree that the 470 should have been cheaper and less powerful. Personally if the 470 performed similar to a 380x and cost say 150-160$ it would have been better for amd.

Now we wait to see if that's the actual price. MSRP seems to mean nothing so far this generation.

Maybe, but it's still weird from AMD's side. The 480 and 470 walk over each other but the 460 is very far behind. It doesn't make sense in their line-up, it's a shame

AMD wants these things to go for €120. But of course not a single card is hitting these prices, so we're seeing Asus models at like €170. Anybody who pays that much for what's basically a laptop GPU is incredibly stupid. You're paying waaaay too much for the damn thing. Might as well get an RX470 at this point.

AMD's pricing is all over the place, and not at all the "budget gaming" revolution they wanted it to be. Not at these prices. "Great GPU for e-sports" no. No, it's not. If the most expensive custom RX460 is €130-€140, maybe. But not at €170. It's not even the full P11 chip, the RX460. It's missing 2 CUs. Should've released the RX460 as the full P11 chip so it can at least be half-decent at the prices they're asking for it.

It's launch stock and pricing. And in this year I'm yet to see a single card from either Nvidia or AMD that launch at its supposed price without stock issues.
