I have AMD R7 370 in my system and it is running at 60 degres celcius at idle, but it is a gpu where the fan doesn't run when it is idle, so is this normal

60c is perfectly fine.
I'd be worried if it was around 80-90c, but 60-70 is perfectly acceptable (Under load that is).

Seeing how the fan is off while the card is idle, 60c makes sense, my GTX 970 G1 Gaming idles at around 60c because I've got it on a fan curve to just keep the fan off at idle.

Im not really sure about AMD but that seems pretty high to me I get 28degrees on idle, and 58degrees on max load for an hour+ (though using a GTX 750Ti)

Just realized my friend had an R7 370 and he gets 30degrees idle, so Im pretty sure your card is just bad.

Just a note his fans turn off as well.
