Free Photo Editing Software for Windows?

Hey guys,

So as my friends sit around me using built-in Mac apps to cut and paste faces onto the wrong people, putting internet meme characters on other photos, etc. I find myself unable to do such things on Windows.   So here's the point, I would like to start photo editing like cutting and pasting faces, characters, etc. so what software do you recommend?  I've considered buying photoshop to learn how to use it, but the cost is daunting... so I'm looking for a good photo editing software for PC for free.  Maybe even a software that might allow me to make logos or banners for websites.

Just keeping this here as a Hey guys,

So as my friends sit around me using built-in Mac apps to cut and paste faces onto the wrong people, putting internet meme characters on other photos, etc. I find myself unable to do such things on Windows.   So here's the point, I would like to start photo editing like cutting and pasting faces, characters, etc. so what software do you recommend?  I've considered buying photoshop to learn how to use it, but the cost is daunting... so I'm looking for a good photo editing software for PC for free.  Maybe even a software that might allow me to make logos or banners for websites.

GIMP is free but does require a pretty steep learning curve.
