A capacitor blew

When that capacitor died it shorted out so a direct connection between 12v and ground was created, and the power supply detected this short circuit and shut down to protect itself.

Removing the capacitor will remove the short circuit and everything should run again.

 

If you want to replace the capacitor, it will be most like some low value capacitor , 1uF , 10uF, something like that. 1 uF would probably be safest choice.

I was using my RX 580 8GB normally then a capacitor blew and the whole pc shut off.

I believe its labeled C721 but the label is gone now. I wanna know what size and value it is so I can replace it.

There wouldn't have been a label anyway. I'd just clean up the remains and there's quite some chance it'll work without.

I just tested it again and the pc did not boot. The cpu cooler fans spun for 1 second and the pc turned off by it self.
