overclocking a non k cpu, a non oc motherboard and a low end ram?

i5 4460, h97m anniversary and corsair value select, any hope?

Mouse | I had a few gray hamsters, they died a few years ago. They were Bobo, Seed and Seed 2.0.

There's no hope there.  BIOS is probably about as bare as a laptop BIOS.

Nope, no overclocking available here. The best you can do is force constant turbo boost across all cores, that's it.
