Just to be clear you reinstalled your graphics drivers, right?
Also go to the search bar and type in "edit power plan" and check there.

what OS are you running?

what platform are you running? laptop or desktop?

why on earth do you want to put your pc to sleep and not just save and shut it down?

Try shortening the time to very short (a few minutes for example) and check.
Just to be clear, you are aware that all that windows does (annoyingly) when it puts the computer to "sleep", is turn the screen off and sign you out, right?

and no i wasnt as ive said this is only the 2nd gaming pc ive ever owned an the first one i built myself

sleep was made for laptops... and not realy good for your pc, since it's never realy booting fresh.

my old 2017-18 rig uses 15 second on cold booting.

It's a setting in power management to not sleep during video playback.

This is simply false info. If its ok for notebook its also ok for desktop. Its the same OS.
(only real difference is the a desktop doesnt have the backup of internal battery, but if you have good power or a good UPS, no difference).

Most current motherboards and devices can sleep very well.

Its indeed useless as full power off uses less power, and booting can be really fast nowadays.

When i ask for more specs, don't expect me to know the answer!

true.. both should be shut down, but you don't carry your desktop booted around with you between meetings during the day etc.. it's usually a lot lighter and hardware more dedicated to this kind of use.

a desktop is basically off the rack, server hardware not always optimized for sleep/hibernation functions, people thought should play games..

since it's not really top quality server hardware with questionable bios'es at times in combination with other not integrated parts, you should have it reboot fresh more often. or shut it completely down when not using it.

basically.. you get what you pay for.
