It's just a water block right? Why does the water block have clock speeds? Does the Titan X from EVGA  have an option to come with the Water block when you order this?

No, it's a Titan X with a custom EK waterblock pre-installed. So it's both the GPU itself and the Waterblock pre-installed.

I don't think the custom one with "EVGA" engraved on it is sold seperately, though I could be wrong. But I do know Ek sells their own waterblocks without the EVGA branding.

EVGA you better include a backplate

They have to, all waterblocks need backplates in order to hold the waterblock to the card. If you see the 980 hydrocopper or even the separate EK block for  980s they have backplates too

I'm seriously starting to think about going through the trouble to force Gigabyte to give me a refund, and use that money to by , and watercool, a single slot card, I only use HDMI and DVI anyway so iny DP isn't an issue (GTX 650ti for 3+ monitors due to its flexibility, and my main monitor doesn't have DP anyway)

To keep two of these and a CPU cool under stock clocks, a 240x60/80 will be plenty. To overclock any of them I'd go with a 480 or 560 or divvy these numbers up as you see fit. It's a big die GPU with only a 250W TDP.

Wicked, shame I cannot afford that GPU. But I'm fine with my R9 280x, destroys 1080p with wich I will stay for few years at least.
