Depends on what you prefer. Actually.

Some like high refreshrate and some like high res. For your 1660 I don't reccommend any higher resolution really than 1080p. But then I don't know if you are thinking about GPU upgrade soon-ish.. If you don't... well 4k will destroy your card unless you play really old titles or obscure indie games.. You didn't really specify that either.

I prefer a mix of both, but if I had to choose I'd go high refresh but you have to define parameters.  1080P 75Hz is better than 1440p 40Hz, for example.  1080p 200Hz is not as good as 1440p 100Hz, IMO.  It really depends where your frame rate is at each resolution.

Not sure if you're asking cuz you're buying a new GPU?  That 1660Ti is a 1080p card, NOT a 1440p or 4k card.

High refreshrate is what I personally prefer and once I get an acceptable amount of refreshrate then I can go higher resolution. That being said I usually play first person shooters where high refreshrate is much more noticeable.

usually high refresh, since monitors might have the same pixel density, 1440p 32inch has the same pixel density as 1080p 24inch.

1080p high refresh is also alot cheaper.

From my basic knowledge from watch various YT tech videos if you wish to go 4k you need a whole latest gen PC (top of the GPU line) made to perform at 4k as you might expect when playing 1080p now.

Last gens CPU and GPU were just starting to scratch the 4k minimums

If you're not a professional gamer don't worry about refresh rates. 60 will be fine for everyday gamers, but 144 will give you the edge if a pro

The last thing is once you go 4k monitor you'll have to buy the top of the generation GFX to work on it.

ie using AMD the 6600 range is aimed at 1080p the 6700 to 6800 at the 1440p market and the 6900 6950 at the 1440p and 4k

1660 ti, you would be better off with a high refresh rate monitor than higher resolution.
