Maybe I am misremembering the rules, but why would he have stopped at 17 if his opponent had 19?

The goal of black Jack isn't to get as close to 21 as possible without going over. The goal is to get closer to 21 than your opponent, without going over 21.

If your opponent has 19 and you're at 17, you have 0% chance of winning unless you draw another card.

First of all it's a video,it's possible that what you saw is rigged.

Second thing is that all dealers in all casinos count cards, but for anyone who isn't a dealer it's against the rules of the casino (Yeah, casinos kinda cheat here).

And don't even consider counting cards - The dealer will notice, since card counters can easily detect others who do so.

Many casinos have a house rule where dealers have to hit a soft 17.

^ This. It's covered by the queen but it appears the board says "Dealer must hit soft 17". Dealer had a soft 17 (Ace is either 11 or 1) so continued to hit. In this case it was a "soft" 17 as the Ace was being counted as 11, then he drew a 5 which brings it up to 22 pushing the Ace back down to value of 1 which makes the total 12. Then drew the 3 (total 15) and 5 (total 20).

Dealer normally stands on (hard) 17. If the dealer stands on 17 statistically the odds are in the casino's favour it doesn't matter if they lose single hands.

Pro tip.  be at the end of the table.  if the people ahead of you force the dealer to hit otherwise favorable deals, you get a bit of an edge.

Disclaimer; I went to vegas once and turned 60 bucks into 300 bucks at a blackjack table. So, aint exactly a card shark...
