If it’s not on MS’s website, it’s not official. It might be leaked, but it should by no means be treated like a legit copy and everything would be subject to change.

 

just wait until it’s actually released.

I don't know if uupdump is legal or illegal, but when there were some problems with installing new 10 insider builds by windows update, I'd get a working ISO through uupdump.

It has been working for so long it sould be very much legal.

I edit my posts more often than not

Join the Insider program of Windows, and not only you'll ensure that you'll get an official supported build of Windows 11, but the latest, and stay updated. You can be assured that the build has no modification applied.

In copyright standpoint, only vendor approved channels of distribution are legal. In case of Microsoft, their own site is only legal download location. Retailers are allowed to distribute hard-copies (USB), but not host actual ISOs.

The most recent dev build is what you want. Currently it is windows 10 but after you install that and run windows update, it will update to 11.
