US revokes all executive orders on Tik-Tok, WeChat, while US senate passes bill boosting US semiconductor production

Joe Biden REVERSES Trump’s executive orders targeting Chinese-owned TikTok, WeChat

Biden formally revoked several executive orders, including two August 6, 2020 orders titled “Addressing the Threat Posed by TikTok” and “Addressing the Threat Posed by WeChat,” as well as the January 5, 2021 order titled, “Addressing the Threat Posed by Applications and Other Software Developed or Controlled by Chinese Companies.”

 

Biden wrote that the executive departments would “promptly take steps to rescind any orders, rules, regulations, guidelines, or policies, or portions thereof, implementing” the executive orders, but would also provide the president with a report on foreign company access to US information.

 

Within 120 days, Biden will be given official recommendations “to protect against harm from the unrestricted sale of, transfer of, or access to United States persons’ sensitive data” that is subject “to the jurisdiction or direction of, a foreign adversary,” such as China.

Senate passes bill to boost US tech industry, counter rivals

The centerpiece of the bill is a $50 billion emergency allotment to the Commerce Department to stand up semiconductor development and manufacturing through research and incentive programs previously authorized by Congress. The bill’s overall cost would increase spending by about $250 billion with most of the spending occurring in the first five years.

 

Supporters described it as the biggest investment in scientific research that the country has seen in decades. It comes as the nation’s share of semiconductor manufacturing globally has steadily eroded from 37% in 1990 to about 12% now, and as a chip shortage has exposed vulnerabilities in the U.S. supply chain.

 

 

I guess stopped following what was happening with TikTok after the deal with Oracle and Wal-Mart was approved in September. But TikTok's still around, and now free from its former restrictions. And I don't see it mentioned on TikTok's Wikipedia page that the deal with Oracle went through. Instead, it's said, "This deal would stall in 2021 as newly elected President Biden's Justice Department put a hold on the previous US ban under President Trump".

 

So, ByteDance remains the full and sole owner of TikTok?

 

 

Boosting US semiconductor production sounds interesting. I hope that might make things cheaper for us in the long run, though I really don't know much about what effects that will have for the consumer market.

 

 

I think it's interesting that restrictions / threats regarding some Chinese companies are being removed, while the US govt is aiming to address competitiveness with (mostly) China in a different way. It's a change of tactics, somewhat shifting from aggressive opposition to competition. And that's probably a very good thing.

Honestly don't agree with the revoking of the executive orders by Biden, but the semi-conductor boosting is at least a start. It seems to me that keeping the current restrictions on Chinese companies in place AND THEN decide whether to rescind them based on the official recommendations would be better since it airs on the side of caution. Keen to see the semiconductor investment isn't just pocketed by corporate.

Yup, lol this is more politics than tech news, IMO the only thing that makes this tech news is semiconductor production. On that topic its upsetting that the US govt. would drop that cost on the taxpayers than force multi-billion dollar semiconductor companies to pay for it, but its not surprising.

I just hope that we can get the tariffs lifted so I can get my pc parts for cheaper. Also having increased semiconductor manufacturing would be super cool especially if we could get gpu manufacturing so that shortages wouldn't be so bad as they are right now.

News of building new semiconductor fabs is worthy of discussion. News of war breaking out and fabs getting nuked from orbit; well, that would be just "politics" 🤣.

I'm not saying it isn't,I just think it would've been nice if it were a separate topic, news of tikok is just asking for political discussion, and I couldn't care less about tiktok anyway and I don't use it.

But yeah, TSMC needs to maximize their profit even though they're likely profiting really well from the shortage.  I find it weird these companies are suddenly rushing to build more factories, but didn't plan ahead for water shortages or capacity constraints.

COVID19. It caused a major shock in the supply chain that no one could have predicted. I mean, you could say such events will happen, but nobody knows when. You could say the same thing about the next California "Big One" (earthquake). It's bound to happen sooner or later, so should it occur in our lifetime, the question will be "why didn't everyone plan ahead and leave". Humanity is myopic like that in planning.

I think they're both components of one policy shift. The lifting of the executive order on Chinese companies coincides with the implementation of plans to bolster US tech production, and I think the tech production investment is the alternative chosen to targeting Chinese tech companies.

 

So, I think they're sister topics and part of the same thing, and that they're happening at the same time because the one approach is directly taking the place of the other.

This so much, semiconductor fabrication plants are easily one of the most expensive industrial systems in existence, and they need all the really expensive bits replacing completely every few years. Keeping any significant amount of excess capacity lying around unused just isn't economically viable for anything but a government run and owned company. No one else has that kind of money to waste.

 

And the lead times on ramp up are multiple years long, if the indicators of a big jump in demand aren't seen until months or weeks before it happens your allready way too late to do anything about it.

Yeah 50 billion actually may be enough. Fabs cost billions just to build so 50 seems like a reasonable number

The TikTok ban was kind of hypocritical in my opinion. Sure TikTok tracks you and give that info to the Chinese government, but Facebook does the same with the US government

Yeah that is a good point, idk what they could do besides fines, i'm all for semiconductor factories that aren't relying on other countries because COVID-19 really showed everyone that the whole supply chain can go down and it takes a long time to recover, but these companies are basically getting free money.
