Ryzen hotter idle ish temps than 100% load

Thats normal. 

Idle or one or two cores boost use up to 1.5V voltage so you see a very short temp spikes on only those cores. 

In full load all cores are at around 1.3V so they all run cooler even though the entire CPU uses more power but over a much bigger surface area. 

I've notice in a about 10% load my temps are about 60c but when i hit it with something that uses 100% it drops 2c is this normal?

Could depend on you fan profile, having it rev up when utilization is high and not temps. Faster fan means cooler cpu, and sometimes it might not even be running when the temp or utilization is low.

It's not that but I think i have found my answer. When the cpu is at 0% I get normal ifle temps about 33c, but if i even have a slight load it cranks the voltage up to like 1.48v, but if there is an all core load the voltage goes lower than even at idle about 1.1v
