CPU not working to its full potential

Hi. I was playing GTA V on my laptop when the game suddenly started stuttering. I then closed the game and started monitoring the cpu and gpu. I ran several benchmarks and saw that my cpu is not going above 50%. This is the screenshot of the cpu on task manager. Please help me fix it.

Did you set the power settings to high performance?

Im with the mentaility of "IF IM NOT SURE IF ITS ENOUGH COOLING, GO OVERKILL"

 

CURRENT PC SPECS    

CPU             Ryzen 5 3600 (Formerly Ryzen 3 1200)

GPU             : ASUS RX 580 Dual OC (Formerly ASUS GTX 1060 but it got corroded for some odd reasons)

GPU COOOER      : ID Cooling Frostflow 120 VGA (Stock cooler overheats even when undervolted :()

PSU             : Thermaltake Lite power 550W (Gonna change soon as i dont trust this)

Yes they are at high performance. i double checked it.

Make sure game mode is turned off. If that doesn't help another troubleshooting step here

Bro game mode is off i use dedicated amd radeon settings for the game. And yes it is not just happening with the game it is also happening with intel xtu benchmarks.

Have you run these benchmarks before this issue, and not experienced this low component usage?

How long between when you closed the game and when you started the benchmarks up?

1 - It started stuttering 2 days ago when i was playing GTA V as always. My laptop is a low end but manages 26-30 fps at low in game. No, it never stuttered before.

2 - About 10 minutes because i did not have a benchmarking software.

3 - No i never ran any benchmarks before.

Thanks for the help but it solved my problem only for a minute or so. Also one thing I just noticed is that only one of my cpu cores are working at a time. Look at the graph in task manager.

I just got something else.

I started chrome in background, ran the benchmark along with cpu stress test and then ran GTA V and saw that utilization actually jumped to 100%. But as soon as i closed chrome and stopped the benchmark, one core maxed out again and the second, again doing nothing. Screenshot:

So it was working just fine and then two days ago suddenly stopped working correctly?

 

If it was working fine, and then suddenly stopped, it means that something changed. Our task now is to find out what exactly changed.

Can you think of anything that might have changed? Did any software do an update in that timeframe? Did you change where you put your laptop while gaming? Did you change any Windows, Steam, or game settings? Did you install any new software at that time? Did anything at all change that you can think of?

If it was working fine, and then suddenly stopped, it means that something changed. Our task now is to find out what exactly changed.

Can you think of anything that might have changed? Did any software do an update in that timeframe? Did you change where you put your laptop while gaming? Did you change any Windows, Steam, or game settings? Did you install any new software at that time? Did anything at all change that you can think of?

I updated my windows version to 20H2. Nothing else

max temperature was 69c and average was 67c.

hmm should not be throttling 

btw in GTA 5 is your display setting set to fullscreen or fullscreen windowed

best is set to fullscreen because this could cause some fps problem on laptops

I have tried full screen and full screen borderless but mostly i play in full screen.

Tried that when i was searching for a fix myself but i found something. When i was browsing the installed updates i found that 5 intel driver updates have also been installed. Can this relate to the problem?updates.thumb.PNG.cc1aa53e918fa6c52ec6985c5d313131.PNG

What date did you notice the stuttering on? The 20th or the 21st?

Neither 20 nor 21 i noticed it on 2 oct 

Because i went to my second home for some days and left it in my first home

i returned on 1 oct and played on 2 oct

By the way, do these driver updates relate to the problem?
