I'm making a workstation for my dad I have a GTX 680 is it still good for a workstation.

Not really no. It would require a full cleaning and repasting, and it may run into quite a few issues being the 12 year old GPU that it is.

 

For Web browsing, you would just need a IGPU with a decent up to date cpu. But for workstation stuff? No, its not going to be supported well at all by most modern software.
