gtx 1080, i5 8600k underperforming

Hello, this is my third or so time trying to figure out what is wrong with my card or what not in a year. Before i get started here are my parts:

 

Gigabyte gtx 1080 g1 gaming

intel i5-8600k

corsair 650w psu

asus rog strix z370-h mobo

wd blue 1tb hdd@7.2k rpm

 

now to get to the fun part. here are things i found on my own or was told in previous forums, i have the latest drivers for the 1080 from nVidia and they seem to have no affect on my card, i dont know why that is. i have done almost everything i can think of, i have used ddu a handfull of times with no success, ive wiped my hard drive at least twice to be sure, also with no success. i have my gpu in my in the x16@3.0 slot in my motherboard seated correctly. also, im not too educated on anything other than how to build and setup a pc, but for my gpu the card only uses an 8 pin pcie connector, but the cable i use is an 8+8 cable, i just leave the other connector hanging there, i dont know if that would have an affect or not. im going to include an image of gpu-z if any of you see something wrong or suspicious. i appreciate and welcome all questions or opinions.

We need to know in what quantifiable way is it underperforming. I mean is it just a bit low fps or are you getting a slide show?

What games are you playing and what type of performance are you getting is probably a more specific question you can answer for us.

i have been replaying the witcher 3 lately,  at 1080p on all low, i average about 25 frames.

Yeah that is definitely a pretty big performance issue. Honestly I would monitor clocks and temperatures of both your GPU and cpu and see if one is having overheating issues and is down clocking as a result.

Nothing wrong with your GPU. Even my GTX1060 @ idle runs only 16x 1.1

I would imagine it's a CPU issue with what was explained tbh. Might be a CPU that is throttling.

my gpu is at 100% usage, at 1987 mhz with no oc at 52 degrees.

my cpu is at between 10-30 percent usage,at 4.1 ghz no oc averaging 40 degrees

Check your Nvidia control panel and make sure you don't have 8x DSR on or something like that. If you're at 100% usage, that might be the issue.

Have you tried re-seeding your GPU? By that I mean, power off your PC and unplug it from the wall, pull out your GPU from the PCI-e slot and slot it back in. You might have a faulty connection which could explain the issue.

If the issue still happens, try the other PCI-E slot.

If that still doesn't fix it, you might want to try a different 8pin power cable, because if a GPU underperforms like this, it's usually due to not getting enough power.

do a firestrike, timespy (both come free with 3dmark demo on steam), or superposition (1080p ultra setting) benchmark, then maybe we can help identify if its actually even under performing
