USB Power Delivery 2.0 supports up to 100W of power through USB, BUT I dont think anyone implements it for USB Type A and on top of that it has to be implemented hardware wise, or else you will be frying your chipset and probably motherboard (because AFAIK 5W is the max USB2.0 devices can provide).
So no, not without very extensive modification(s).
