Virtual Machines themselves don't cost money, unless you're using some paid VMWare. Just get VirtualBox, load up whatever Windows OS you have media for and have fun.

Otherwise - no, I'm not aware of any free cloud hosted VM solutions. VM's cost money to operate, since they need to run on a server system.

There's another option:

 

You can sign up for Google Cloud Platform (They have virtual Windows Server option) trial and get $300 credit to use for free for 12 month, afterwards (or when you've used up the credit) you have to pay.

 

In the process they will ask you for a bank detail and/or credit card, use service like Payoneer, etc. to create a legit US (preferred) bank account (Google will send a small payment to you for verification and may ask for bank statement).

 

If everything goes according to plan, you will get $300 to use in Google Cloud and a few changes to spare in your US account.

I've seen windows 95-98 with a few games, I bet u can even get xp.

 

I bet someone could get modern operating systems to run in a browser as easy as flash games, but if you already have windows you don't need it and if u have Mac you probably don't want it.

 

I would use Windows Vista as a concept, then you don't have legal issues, and you'll get ppl interested enough to do 7 8 and 10 for you.
