Are you behind any sort of web filter?

 

Can you do the following:

  • Press F12 to open the developer tools
  • Switch to the console tab at the top of the dev tools
  • Go to a topic creation page (or refresh if you're already there)
  • Take a screenshot of what is logged to the console, and post it here.

or, you can try clearing your cache and cookies and trying in a different browser
