No, that's exactly the point, cards with enough memory(8GB+) and bandwidth(PCIe3 x16/PCIe4 x8 or better) have no problem and having one seems like it's already enough to mostly avoid the problem(5500XT 8GB avoids it by having 8GB and the 1650 Super by having PCIe3 x16), the 5500XT 4GB don't have enough of neither of those.
