At 1080p either one will work fine , thats why i recommend like a msi 290x for 280 bucks .
There is no need to spend more 40/50 bucks for a card with slight performance edge.

AMD is dead yet their 3 year old 7950 is better than a brand new 960.

OR save up a tiny bit more and get a 290, still better. this card is just all kinds of bad.

Gigabyte 970 G1 has performance of a watercooled gpu on air its probably best air cooler ever created so not like your 290 will oc more really and most games will run better on a 970 just off drivers and optimization. 

GTX 970 performs slightly better, runs hella cooler (Although irrelevant because you're water-cooling the R9 290 anyways), uses less power (May not matter to all), it overclocks like a champ, it's newer (Not a strong point). I have nothing against the R9 290, I was in fact in your shoes a while ago, choosing between the GTX 970 and an R9 290. The GTX 970 has also some of the Nvidia features if that matters to you.

A 290 can handle that just fine. I would look at Gigabyte,PCS+,MSI, Sapphire, and im missing one lol. They are all at decent prices, im looking at gettting one myself but im still holding out.  The 960 will likely launch at similar price, we will see how it performs. Im guessing it will either be on par or barely loose the the 290 as the 970 already barely wins by that much.

my pci is 16x 2.0. well i am not sure how much watts my psu is but i am pretty sure its 750 if not 600 cause my current card has a recommended wattage of 300
